Janis Clark: The only way I would support prohibiting traffic stops by armed law enforcement officers for low-level, non-moving violations such as vehicle registration violations and equipment failure if the State of Washington restricts or ban traffic stops for low-level violations.

Janis Clark: I do not believe that all police departments should be based on the actions of those bad actors in other departments. Each department should be analyzed individually for their record on appropriate or inappropriate interactions with the community to determine if, how and what changes should be implemented.

Janis Clark: I have not gathered facts concerning the definition of “solitary confinement” in the USA. Without gathering facts, we cannot blanketly make policy. In the legislator I will serve the people by looking at the facts in these issues, determine the situation, and advocate for whatever policies and remedies these situations demand once a full evaluation is completed.

  • 'Public safety' has been defined as “a function of the government that ensures the protection and welfare of the general public, and is traditionally associated with law enforcement, fire and emergency medical services.”

  • As a state legislator, I will continue to use the Outcome Based Evaluation (OBE) that has a Logic Model to help break down the task, condition and standard. Public safety is the Number 1 priority of any municipality.

I believe that public safety should not only provide the protection and welfare of the general public, those same protections and welfare should apply for all of our Law Enforcement Officers. One idea to further public safety is to increase the recruitment of good officers; retain the good officers we have and support them 100% to put criminals in jail.

  • Partisan politics should be removed from the equation and the conversation.
